the earth wire gets terminated right at the outlet junction box and the electrician doesn't run the extra length of wire to the earth post on the outlet itself. This still passes code since the outlet chassis is conductive and makes contact with the junction box where it is screwed on at. My old house is this way, and I suspect many are this way. In other words look more closely at the junction box since it may have the earth wire bolted to it. If it does then you are technically OK by code standards.
