A powered off preamp may still pass a signal depending on the circuit topology. If there is a feedback path between the input and cathode/plate of an output stage, signal will leak around it if the power is off.Capacitors, especially those oversized "audiophile grade" parts have been known to be microphonic. So if you got one of these with a feedback loop, this would account for your microphonic preamp with no power applied.
