You can save yourself the risk of death by simply having you amp gone over by a service tech. Open bleader resistors and regulator issues are hard to find unless you have a schematic and specific knowledge. In all of my amps over the past 15 years I have never lost a tube on power down. You probably do have a surge happening. It could be simply the magnetic field on your power transformer collapsing sending a pulse through. If there was a component designed to trap the pulse that got fried you could have this issue.
