RE: DC Voltage and leaving amp on.....24/7

Those are DC voltages measured on the speaker outputs of the amp? Into an 8 ohm load, one channel was putting out roughly 8 watts, and the other was putting out roughly 50 watts. DC. Surprised your woofer voice coils didn't burn out...

1.6 mV offset is negligible, no point in trying to get it lower. If you went from 8 V to 1.6 mV by twiddling a bias potentiometer, that potentiometer needs a good cleaning (or better yet, replacement).

As for leaving the amp on 24x7, I wouldn't. As you've already seen, things can go wrong (especially with an amp that old), and you may not be there to stop them.

Below is a web page that describes an au317 restoration - some hints in there of what can go wrong. The author specifically mentions replacing the bias pots.

I'm not familiar with the amp, but reading a few postings here and there, it appears people who have them really like them. Good luck!
