Yes it does - which is good for the tube's safety - but does nothing for the sound itself.As this is a buget amp - I assume you are using pretty basic output transformers which will almost certainly use EI stype cores, or even more sensitive - low cost toroids.
Such OPT's can, IME, be VERY sensitive to out of balance DC currents - so the tubes need to be either VERY well matched - or better still, have bias trimming possible to match the currents very closely in the amp itself.
