Another way of looking at the gain issue is how many tube stages you have. Generally you need 3 tube stages. There can be 1 in the preamp and 2 in the power amp, or all 3 in the power amp and use a passive volume control.

Having said the above, at the moment I'm getting away with a 2 stage amp (Ladyday '91, 0.5V input) and a TVC. I'm interested to know how it would sound with a good preamp but my grounded grid preamp is so far behind the TVC that this means I need to build a better active preamp to check this out.
