You can use DC for the filaments if you need to for hum reasons (if not use AC as said), and this would apply to the input and driver if you decide to go DHT. You will need to find a current source, which is typically a couple of voltage regs followed by a current source. Have a search on Ronan Reg. If necessary this can be made sturdy enough for a 2a3 or whatever using the right regs and some big heat sinks. Dr Lowmu's advice for the PSU is right on the nail.
