To answer your questions, I hazard to guess that a low DCR power supply is a useless investment for a phone preamp application. The change is current draw for a phono preamp, which only has to swing a few volts, is minimal.There is another approach. If you have been reading John Broskie's excellent web site (www.tubecad.com), he has for many years pushed the importance of 'constant current draw' by each stage of an amplifier. For example, a differential amplifier will draw a constant current from the power supply, a behavior that pretty much eliminates a need for a 'low DCR' supply. John goes into other configurations with this property.
