It is hard to give good advice as we only now know what the circuit is for and still we don't see the whole picture.

Since you want to reduce the voltage one nice way would be to replace R44 and R45 with a choke in the hot leg. Make C5 larger and play with the value of C2 (taking into account DCR of choke) to give desired voltage (and even better to go CLCRC). If you like the SRRP/6dj8 better then yes the 220R are important. The CCS would be for the 6c45 (I think). I would be hard pressed to say if I'd rather have an SRPP stage or a CCS loaded stage driving a transformer based volume control. For that I'd try the 6c45 as it is and see what I thought.
