Depends where the main problem exists. Probably between the phono and the line preamp, because you should be able to fix any upstream problems between the turntable and phono by changing the wiring of the grounding for the turntable, and because you also don't have a problem when not using the turntable so the line preamp to power amp connection seems OK at this point.

This problem is very common btw. So common that one manufacturer of a USB phono preamp that is sold for copying records to computers, comes with isolation transformers built in.
