It sounds like he was using cheap cassettes. First, get some high quality cassette shells and transfer the reels from your father's cassettes into those. The easiest way to get shells is to buy some top-of-the-line cassettes and discard the reels that came inside them. I've always liked Maxell shells the best but others like TDK.As far as the analog-to-digital transfer, if you're just recording spoken material, you don't have to worry too much about the fidelity. Any halfway decent sound card will do. There's tons of information available about doing digital transfers in Audio Asylum and in numerous bootleg music traders' websites and forums.
