Other aspects are shaping the frequency spectrum of the noise, usually by reducing the midrange spectral content, and increasing the HF content.
There are many proprietary methods of dithering and noise shaping the dither for a signal for an ADC, most of which are patented.
It is interesting indeed that the jitter that was most effective for Nordmark was random time interval jitter, which is essentially a guassian noise profile if truly random.
