Since you are in the USA, you have 120 times two as the house feed.

The most dangerous thing I can think of, is you have lost your neutral and the earth ground connection.

Is the connection to your house aboveground? If so, look at the wires closely, from the pole or mid pole connection, to the house. The steel wire is the neutral, the two insulated are the 120 feeds, opposing phases..the neutral is actually a center tap. The regular outlets in your house use one of those insulated wires and the neutral to complete the circuit. 240 volt appliances use the two insulated wires, and no current flows in the neutral from those loads.. this would be electric clothes dryer, electric ovens, hot water heaters, big AC units.

All the 120 loads are trying to pull the neutral towards the hot wire being used by that circuit.. If you have lost the neutral, it is possible for an appliance to actually pull the neutral of the house away from ground..the other circuits in the house that use the other hot line will see a higher voltage.

Inspect your neutral feed, inspect your ground connection at the water pipe. If either is damaged or corroded, call in someone immediately to fix it. If you see any bulbs get brighter momentarily while they are on, this is another indication. Check the line voltage at several outlets..this condition will cause big voltage changes.

If this condition exists, there is a fire and electrocution hazard..so this possibility is what I look for first..I posted pics of this stuff over on AH, but they are not up at this instant, so I can't find it..and posted this quickly.
