Average @ -21db? You must be mastering the quietest records in the business! Most tapes direct out of studios average above -18db! Levels in video tend to vary the widest, as there are no unspoken standards, hence why levels on adverts as against films vary so much. Its an old trick amongst those dubbing/mixing for films to make the opening a little quieter in order to get the cinema's to turn up there systems. Of course a record with guitar and vocal is going to sound louder with moderate compression, than an Oasis record wich is virtualy squashed flat. This is mainly due to the lack of bass content in the former against the latter. One of the reasons why a lot of "Metal" bands use quite clicky, bass light, drum sounds. Average level on most rock/pop records is around -6db with peaks (quite correctly)hitting around the 0db (I tend to use -.01). Obviously this doesn't apply to classical records, as they should be going uncompressed. At times I will master below this average, if the material requires it, but if I wanted to chart a dance record/single I would be looking to get that -6db average, or my clients wouldn't use me. There is no standard for apparent loudness, as one of the previous posters mentioned, there are too many variables such as eq, reverberation, and instrumentation, but listen to music from similar genre's, and you will find that very often it is close in apparent level, providing its been resonably mastered.
