Why indeed? When rear-loaded horns first appeared some sixty odd years ago if you wanted both high sensitivity and reasonable bass response from the drivers of the day this was one method of getting it. Todays pro-sound drivers have rendered the concept to the dust bin. The only place where rear-loaded horns have any place today is in hi-fi single driver usage. As for using eighteens at all in any type of enclosure today that's also technically arcane, but still offered for the simple reason that they sell.
