It's a consequence of the line level crossover. The tweeter is very high efficiency, so the crossover feeds a tiny signal to the power amp. The noise generated by the crossover or the power amp is not reduced when the signal is reduced.

You can shut off the crossover to see whether it or the power amp are the source of the noise. If it's the crossover, then an attenuator at the amp input will reduce both signal and noise; turning up the crossover level will restore the signal level with improved signal/noise ratio.
