Tweeters do not hiss, they reproduce it.

The hiss is being generated in your electronics. Probably not the power amp, as the gain is too low there. Most likely the preamp.

Some power amps do have higher than normal gain, which amplifies noise coming from the preamp. If this is the case, turning down the power amp (assuming it has a level control) would help.
