I know what you're talking about...those things are horrible for a/v set up's. The frequency is right in line with digital circuits....injects a huge amount of harmonics on the line.
This little guy is designed to create common mode rejection on the line to lower EMF signals. I don't know if the resonator injects into the air to combat noise, but it's probably used to alter the line frequency of the circuit. It appears to offer a small improvement.
