anyone who purchases anything across international borders is basically completely defenseless should they get ripped off.
it is completely in the nature of international transactions.
so do NOT be surprised when it happens to you, if you insist on the practice...

Be careful out there.
He may be honest, but did not receive the item. Address and family name (it is actually RADIČI) matches records you can find on the web, which would be unusual for a scammer.
How did you send it, do you have tracking number, do you have insurance, do you have proof of delivery? Are you aware that most of the stuff (size and value pending, as well as mood of the employee who processes it) has to go though the customs and buyer has to pay fees and taxes?
If you sent it though the regular snail-mail, good luck, it may be delayed for weeks, it may have been lost, stolen, god knows what.

How does the scam work? Does he insist you refund the money?

Okay, I looked this guy up. The way the scam worked is that he placed an order and waited til it was shipped. Then after three to fives days, he filed a Paypal claim for "Item Not Received". The account was deleted at Discogs but you never know, he might come back.Also, if you look up the email address, you'll find that he offers financial advice, etc. He promoted himself by posting comments in Bank of America and Forbes magazine.

I dealt with the guy who goes by that name ..I dont think thats the same person..did not see this post but recognized the address .I think somebody is using the name in 2 different countries with different address
