Not since the Reagan Administration hollowed everything out. It has to hire contractors now.
And the contractors main thing is profit, not public service. You hand $7.5 billion to a private company, all you can do is hope it builds the charging stations.
Chances are, the money will go to corporate execs and shareholders first. Whatever's left might be used for a few charging stations.

Detroit's problem was created by white flight after the Great Migration. Black people came north to work in Detroit's auto plants; white auto workers didn't want to live in the same neighborhoods and fled to the suburbs.
When that wasn't far enough away, they built more suburbs and fled there.
You put that many houses on the market at once, property values crater and so does the city's tax base. From that point on, it no longer matters what racial group runs things. The city is circling the toilet bowl.

You have a budget to buy European luxury cars. Plenty of Maseratis around ghettos but not a buck to support a few flower beds in your neighborhood? Not to mention millions spent on lottery tickets every week.
