Can a high efficiency speaker similar in design to the Altec 14 be built with currently available components? The classic look of the Altec 14 can be retained along with the high efficiency.http://ezluv.org/store/images/altec14.jpg
I chose the parts below from partsexpress.com in an effort to piece together a reasonably priced system that may capture the spirit of the Altec 14 without breaking the bank.

Great Plains Audio is reproducing the horn, driver and maybe the woofer also, but if not can probably recommend a substitute.

Loud is Beautiful if it's Clean!
The Altec Model 14 is a superb loudspeaker even today. I owned a pair for a while, lost 'em in a fire.
The innovation of the Model 14 (and better-known big brother Model 19) was matching up the directivity of the woofer and horn in the horizontal plane at the crossover frequency. This led to a higher crossover point than was normally used, as the Model 14 woofer's pattern didn't narrow to match that of the 90 degree constant-directivitiy horn until about 1500 Hz.
Anyway, I do not think the Model 14 can be duplicated with the parts you list. The woofer is too different, the horn is too different, and most important, a generic crossover is extremely unlikely to sound really good. In my opinion, crossover design is pretty much the heart and soul of loudspeaker design.
My suggestion is to go to pispeakers.com and look at the "Thermionic", and "Theater" versions of the "3 Pi" kit. In my opinion either one is a much closer approximation of the Model 14, and in particular the crossover will be excellent. Designer Wayne Parham is very much conscious of driver directivity, and in that respect he follows the same school of thought as the designers of the Model 14.
