That way tightening the screws doesn't cause the loop to expand out from under the screw head, a problem I have encountered in the past.

Use of a pair of needle nose pliers to preform the eye of the wire can also benefit. After the wire is installed around the screw the eye can be further closed around the screw with the needle nose pliers if desired.
