You can get carbon fiber cheap from Soller Composites. You can fix it to the outer face of the aluminum plate with epoxy. Just be sure to keep the conductive fibers out of the outlet slots.
This resistive material absorbs RF energy by dissipating it. The aluminum plate reflects RF energy because it is a good conductor. Oyaide and Furutech sell expensive outlet cover plates made with carbon fiber, but these would not fit on your custom installation.
BTW, getting rid of the steel back straps was a good idea. The steel interacts with the magnetic fields of the current supplied by the outlets and does affect the sound. Change out the screws for brass or non-magnetic stainless steel for further improvement.
You might also want to experment with the steel end-bells on your transformer. Try placing ceramic magnets on them to bias the steel away from zero magnetization. Acoustic damping would be another area to experiment with.
