What exactly are you trying to do? Is the component emitting EMI/RFI which you are trying to reduce, or are you simply trying to reduce the amount of EMI/RFI produced from the circuit itself? You can get a clue from examining Military components. In order to reduce EMI/RFI from exiting a chassis, they have solid metal chassis, and the covers are normally provided with a conductive braided gasket in order to insure adequate grounding of the chassis components. If you want to reduce EMI/RFI, I can not more highly recommend the use of the ERS paper from www.Stillpoints.us. Line the inside of your chassis with it and they is a significant reduction of EMI/RFI. There are several websites and companies dealing with hardening sites and components from electronic surveillance. Their products and practices would be directly applicable for you.
Copper paint and plate will probably help dissipate the eddy currents generated from large inductive devices, like your power transformer and chokes. As far as reduction of RFI/EMI, the ERS is far superior in my experience.
