Yes the inspector was correct. Convenience outlets in a garage must be GFI protected. The above 8' rule is for the garage door operator/s receptacles, or for ceiling light receptacles.Another thing you could of done, is install a GFI receptacle and feed the the other two duplexs recepts from the load out terms on the GFI recept.
