As described in your link provided,
A technical ground is intended for commercial applications only. It is not to be used in residential family dwelling unit. For a new branch circuit installation a branch circuit equipment grounding conductor shall be run in the same raceway, or cable, to the source, electrican panel, the branch circuit is fed from. NEC 2005 NFPA 70.
