Problem imo your test is flawed. If in your test you would have clasped the SS plate in your hand would you of heard it ring when you tapped it with your fingernail? I believe your answer would be no.
When the SS plate is fastened to the outlet with a 6/32 nylon screw it is pulled against the sheetrock wall. Sheetrock with a thick paper covering, a damping material. Infact the plate is bonded mechanically to the receptacle supporting strap via way of the nylon 6/32 cover plate supporting screw. Pulling the SS plate against the paper covering of the sheetrock.
