With my line input set to CDP, CDP on, no disc playing, volume on the preamp set for normal listening, only a very faint sound of white noise can be heard from my speakers with my ear up next to the grill in front of the tweeter or midrange driver.As far as the SS plate not connected to earth ground it still will act as an RF shield. The plate in combination with the metallic rough-in box is essentially a faraday cage. As you know a faraday cage does not need to be grounded to earth to reject RF. A good example is a CDP with a metal enclosure and only a 2 wire power cord and plug.
Both my Sonic Frontiers Line One preamp and ARC VT50 power amp have the 3 wire cord and plugs. Equipment grounds are used, no ground lifters.
The Arcam Alpha 9 CDP has a 3 wire cord and plug but the factory male IEC plug on the back of the unit does not have the ground blade. The metal enclosure floats. I believe Arcam built the unit this way so the the ground wire in the cord would drain RF/EMI to earth ground. Jmo.
If you get a chance would you try SS plates on your outlets for your preamp and power amp using the nylon screw. You have to be careful not to over tighten and cause the plate to bond to the metal threaded screw support hole, just snug enough to hold the plate on. Or you can use an insulating washer on the back side of the SS plate over the nylon screw.
