For the stainless steel cover stuff you'd need to look under Duster's moniker, I think.For the outlet mod I did otherwise, this is something that's been suggested by Al Sekela and possibly others. I don't know if there's a thread for you to research.
Essentially you're trying to break a potential ground loop by isolating one part of the normal grounding mechanism of common outlets. If you have a separate ground wire connected to your duplex, this is done by using non-metallic screws adn washers to attach the outlet by its lobes to the box on both sides. This creates only one point of grounding, from your ground screw on the duplex through the ground wire back to your service box. If you have a 2 wire box and no separate grounding wire (like my BX system), then you make the grounding connection by using a metal screw on only one lobe of the duplex securing it and connecting it there to the metal box; the other lobe gets the non-metallic non-connecting screw treatment to secure it to the box. Again, only one point of grounding results, not a loop.
