I would take all the tubes out of the 'hissy' unit, and carefully insert the tubes from the quiet one. If the hiss is gone, then you know it's a tube, and you can replace them one by one (with the FM-3 off, of course) until you find the culprit.
If it's not the tubes, then you'll have to use a scope, or, if you don't have one, then I'd start replacing resistors. Take note of paragraphs two and three above though, since you're working with RF equipment. The above may not apply, but I thought I'd include it.
