It is actually markings affixed by "La Radiotechnique".(RTC)
I am French and own myself RTC 12AX7S tubes which are marked as 12AX7S, FRS 7619.
I own other types of tubes made by RTC, and all carry the mark : FRS.
I am sure that you were not misled, you actually bought genuine RTC tubes made in France by "La Radiotechnique".However,you are quite correct when you state that La Radiotechnique was part of the Philips group, but I believe that they had their own separate codes.
I believe that this code FRS referred to a plant in France, because I also believe to remember to have read this code on Mazda tubes made in France.
