Yes, they are replacements or alternative named or whatever for 6922...Do not assume though that 6H23 (or 6N23?)are necessarily better than 6922 tubes. I think that to some extent it is just a label...there must be variability in each group of labeled tubes.
FWIW, some of the best tubes that I've had in my AI Mod 3a pre have been "6H23 Russian Military" tubes. I'd worry though that this reputation might have led to some relabeling of plain old Sovtek 6922s.
