Static in Right Speaker

I just received my Jolida 302B and have noticed occasional static comming from the right speaker. The level of static seems to be the same no matter what the volume level is. I used the LED's to bias the EL34's and have both the source (rotel RCD-1070) and Jolida connected to a grounded Monster HTS-5500 power conditioner. I've never had this problem with any of my solid state gear and am new to tube gear. Also, I noticed the balance knob is not at the 12 o-clock position, but closer to 10 o-clock. It also seems that the right speaker with the static problem is playing lower and not as clear as the left speaker.

Is this a problem with the unit or the tubes. Does anyone have some suggestions as to troble shoot what is causing the static problem? It seems to get better after the gear is warmed up, but still occasionally comes out of the right speaker.

The problem has occured in both my Triangle Celius 202's and Comete ES's.

Any help would be appreciated...I do like the smooth silking sound when it's working, but this is really frustrating on brand new equipment.
