That would drive the unit cost of those caps up to a couple of bucks, easily!

In all seriousness, I would not discount that (even!) a boutique manufacturer matching parts values. The tolerance you quote is a QC parameter for acceptance of product for sale, not an index to how much a given capacitor (unit) will vary in use.
EDIT: The tolerance spec for electrolytics is historically very wide. Electrolytics today really, truly are better than the ones I grew up with!
