Except possibly France nobody else in the nuclear club is in position to operate the weapons without American command. And why would France risk a nuclear exchange with federation? for what gain?
Also, among analysts I read there is almost a 100% agreement that a single, tactical "warning shot" in direction of "low value life/target " and Poles , Ukrainians and the rest of she Baltic shebang are nothing more than that would not trigger article 5 response and start WWIII. That's why Poles want as much "high value life" targets like US stationing brigades on Polish soil as possible. There is a fraction which want to start talks with France about nuclear deterrence agreement.
Then there is "Fc..k around and find out " tactics which US uses at present because it does not have and never had any clear plan of action and the endgame as well.
