Except possibly France nobody else in the nuclear club is in position to operate the weapons without American command. And why would France risk a nuclear exchange with federation? for what gain?
Also, among analysts I read there is almost a 100% agreement that a single, tactical "warning shot" in direction of "low value life/target " and Poles , Ukrainians and the rest of the Baltic shebang are nothing more than that would not trigger article 5 response and start WWIII. That's why Poles want as much "high value life" targets like US stationing brigades on Polish soil as possible. There is a fraction which want to start talks with France about nuclear deterrence agreement.
Then there is "Fc..k around and find out " tactics which US uses at present because it does not have and never had any clear plan of action and the endgame as well.

I'm certain that the US and NATO have gamed the Russian "escalate to de-escalate" strategy a hundred times.
They would be sure Putin would be keeping it up near the top of his play book. So I'm also fairlllllyyy sure that the US and NATO have an "escalate to de-escalate after a prior escalation" strategy already locked in.
