Except possibly France nobody else in the nuclear club is in position to operate the weapons without American command. And why would France risk a nuclear exchange with federation? for what gain?
Also, among analysts I read there is almost a 100% agreement that a single, tactical "warning shot" in direction of "low value life/target " and Poles , Ukrainians and the rest of she Baltic shebang are nothing more than that would not trigger article 5 response and start WWIII. That's why Poles want as much "high value life" targets like US stationing brigades on Polish soil as possible.
Then there is "Fc..k around and find out " tactics which US uses at present because it does not have and never had any clear plan of action and the endgame as well.
