For the archives I'll post an update . . .

Here's what I learned from a fellow on FB who owned a similar Philips table, and, now that my memory has been refreshed, it jibes with my recollection of what the FL repairman told me:

"There is a simple leaf switch connected to the cue mechanism. It mutes the cartridge output when you lift the tonearm. That switch can get dirty. I would clean the contacts on it every few years. To access it, you have to remove the bottom cover."

Now to find someone local (Boston area) who can fix it for a reasonable fee.
