It is strange for sure. There are no silkscreen markings on the rear apron or on the top of the chassis to indicate it was once a manufactured product. And instead of having a lytic on a mounting bracket under the chassis probably for height reasons, you'd think a company would have chose a different cap arrangement.
Because there are no screw holes around that opening it would seem it was cut out for the cap and wasn't a tube socket hole.
And if the tube sockets were from a reworked preamp why the screws and not rivets? Maybe original sockets were replaced and some added?
It could have once been a manufactured product for audio but not for a HiFi or stereo system and more on the lines of PA or audio-video.
As for "plans" it could have been a proto or a home brew by an engineer for their specific use and the design was theirs.
The jacks on the front are unusual to say the least as are the number of AC receptacles on the rear.
Having worked for audio companies I've seen some pretty crude proto's but not with solder flux all over the place!
