Paper in oil capacitors - help to identify

Hi

I am trying to identify the construction of these capacitiors. They are old Dubilier's, I think they are paper in oil. Does anyone know if indeed they are PIO and if so what would the foil be (copper?).

I intend to use them as parafeed output caps in a 2A3 SE amplifier.
