Hi.A cap meter only tells you a cap value in static condition. May be my cap digital meter is lousy, it seldom gets 100% right on to the
caps stipulated values, even of brandnew ones.
But a cap ESR (equivalent series resistance) meter will give you more insight of its performance. Low ESR means the cap is still 'young' & useable. Too high ESR means it is 'old' & disposable.We had discussion about this issue. Check it up.
