Bias adjustment? Scott 208

Hi all, I resurrected my Scott 208 from the dust bin of my storage container, and have started playing it although I run the AC thru a variac set at 110vac. This level puts the DC plate volts of the output tubes as stated on the schematic pretty much spot on although I know this is not ideal. The amp sounds decent and pretty good compared to a 8 watt SE that i was using before. Anyway, to get to the point I was wondering about the fixed bias on the 7591 output tubes which is designated at -18vdc on the schematic at the input to the 7591. My amp at the variac setting is about -22vdc. The amp only has a DC balance pot for each pair of output tube. Am I stuck with the original design or should I change the voltage dropping resistor on the negative voltage circuit? Do I try to put a pot in the circuit for adjusting the negative voltage?
