I'm not Dennis, or a channel, but here's my take.

Normally a PP amp has one (and sometimes 2) stages that are SE, and so the constraints of a SE amp apply, and the PSU should be different for those stages. The only exception I can think of is the combined input/driver/phase splitter stage that is on the Quad 2 amp - itself a real technology driven design (that also sounds great).

The reason that the PP stage 'rejects' small music signals is down to the degrees of matching the output stage - no two tubes are exactly alike (no matter how hard we try to match them) - those mismatches will result in gain and phase differences between the two stages, that will result in some degree of attenuation of the signal.

The only way to avoid that is to have a single tube PP output (yes it can be done).

So I hope I've clarified that. These are real-world vs theoretical world differences, and sadly they are audible.
