Im going to ask the obvious..Are you sure sv83 is good? Your tube isnt conducting and thats why the B+ isnt dropping.Try bypassing the regulator and see what that does.The tube is triode wired I see but the plate screen resistor is a pretty high value although I havent seen the circuit.
