I don't think so, as long as the choke is in good physical condition. My guess is that it might make a really good ps choke. At 10H/450mA with large ceramic insulators it sure sounds like something from a transmitter. As a plate choke it probably would have loaded multiple tubes in parallel (10H is too low for a single tube, and 450mA is too high.) They might be run with a B+ around 2kV and swing 1kV rms.

Even if my numbers are a little generous, the choke should find life easy as an input choke in a 400V, 350mA power supply. The AC across it would never be more than 200V rms, which is tiny compared to its (apparently) intended use as a plate choke. The fact that it is likely designed with a much wider bandwidth than a typical ps choke can only be good.
