Insulation material for output transformer

I am not sure if I could get any opinion in this forum but please give advice if you know.
When I checked the dielectric constant. The Kraft paper is 5.9 and the PET (Polyester foil) is arround 3.2 (Telfon foil is 2)

As far as I understand lower value is better.

However I've read many articles that many OPT manufacturers would prefer Kraft paper than PET foil. Some of them said the frequency range could be even wider when Kraft paper is used as layer insulation.

Any comment ?
