If you can figure out how to open up the back and look inside, you should be able to determine if the problem is in fact a belt.
I don't know the innards of the 7100, but my old PRB belt cross-reference guide indicates that it uses two round (cross-section) belts, their "universal" replacement numbers are OA9.4 and OB17.2. The OB is thicker than the OA and I'd guess that it is the drive belt and the OA may be the belt that (somehow) drives the counter. You should be able to find replacements by doing a websearch on rubber belts - turntable belts or something like that.
Replacing them will probably involve unscrewing motor mounting bolts lifting up the motor so the belt can be slipped around a pulley on it and then around the capstan flywheel.
This isn't rocket science - just careful looking and deciding what and how to do the work. Correct tools help.
