I know your frustrations. Yes, the bulb is 28mv and I've heard replacing the guy can be challenging. If you're familiar with the Yahoo R2R group they've talked about using LED's as a replacement. Just don't know what's involved here.

As for your speed issues. Pop off the top cover and the top row of switches (power, monitor, & speed) get some Caig Deoxit spray from the electronics shop. Spray these switches and work them gently and the pitch control. You'll have to remove the face for the pitch pot. I had 2 of the 707's but traded one in and kept one. I had speed issues as well and what I mentioned here solved my problem.

You mentioned it hadn't been used awhile. Make sure you demag & clean the tape path...well. If you need head and pinch roller cleaner I know that US Recording Media has the stuff. Might check your pinch roller to make sure it's not decayed. There's a guy named Terry that rebuilds them. Do a google search for his site. The Yahoo R2R group is a good place for Q & A!
