RT-707 speed problem, bulb/lamp specs

I finally pulled my RT-707 out of the closet and tried to get it running.

There are two problems:
1. a direction indicator bulb is burned out. I know its a 28V bulb - but that's all. I don't know the type/brand/current rating/bulb style/etc.
Does anyone have a clue?

2. It records (in one direction) and plays in both - but the speed is far from constant. Is anyone familiar with that problem? I can't tell if it gets better as it warms up, or gets better as it gets to the end of a reel. I suspect the capstan motor instead reel motors, which only supply tension during play/record.

I have schematics, so if someone has a clue and can point me to something likely, I'd be very grateful.
