mkmelt is absolutely right, but if we put it in laymans terms try to imagine that a tape is covered in iron filings. The bias is set to vibrate these iron filings into a completely random pattern so as to cause them to be magnetized by the record head into a definate pattern. This pattern will be the signal from the input to the recorder and the bias is set at a current related to the particles on the tape, some tapes need a higher frequency bias and/or stronger current to make these particles jump into the random pattern before they are recorded on. The bias has no part in playback unlike dolby which compensates for frequency differences essentially to eliminate tape hiss.
